New Jersey Transportation Alternatives Program

The Transportation Alternatives Set-Aside Program (TA) are Federal highway and transit funds under the Surface Transportation program (STP) for community based "non-traditional" projects designed to strengthen the cultural, aesthetic and environmental aspects of the nation's intermodal system. The TA Set-Aside Program continues to provide funds to build pedestrian and bicycle facilities, improve access to public transportation, create safe routes to school, preserve historic transportation structures, provide environmental mitigation, and create trail projects that serve a transportation purpose while promoting safety and mobility.


2020 TA Set-Aside Application

The solicitation round for the 2020 TA Set-Aside round is from July 31, 2020 to November 24, 2020.
In an effort to strengthen applications, NJDOT, Local Aid, and DVRPC are offering pre-application meetings to all potential applicants to discuss their project. Please contact Local Aid at 609-963-2221 for a meeting.

This program is being administered by the New Jersey Department of Transportation (NJDOT), in partnership with the Delaware Valley Regional Planning Commission (DVRPC), the North Jersey Transportation Planning Authority (NJTPA), and the South Jersey Transportation Planning Organization (SJTPO).

For this solicitation, eligible projects must fall into one of the following seven categories:
  • Design and construction of on-road and off-road trail facilities for pedestrians, bicyclists, and other non-motorized forms of transportation.
  • Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, and other non-motorized transportation users.
  • Construction of scenic turnouts, overlooks, and viewing areas.
  • Historic preservation and rehabilitation of historic transportation facilities both land and water such as building structures and canals.
  • Community improvement activities, specifically: streetscaping and corridor landscaping.
  • Environmental mitigation to address stormwater management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff.
  • Reduce vehicle-caused wildlife mortality or to restore and maintain connectivity among terrestrial or aquatic habitats.
